A property built for July and August needs one thing: to be cooler than outside for a few weeks. A property used from April to October, or year round, needs rather more. The shoulder months are when it is neither hot nor warm, when the evenings are cool, and when a building with no insulation and no heating is genuinely uncomfortable in a way nobody expected when they bought it.
That is the practical shift here. Reversible systems that also warm a room, rather than cooling equipment alone, and controls that suit somebody arriving in March rather than somebody who only ever came in the summer.
The old town is a different building altogether. Narrow lots, party walls, thick stone and a street elevation nobody may add to, which puts the equipment question into a patio or onto a roof and keeps the cooling load modest.

Do I need heating in a coastal property here?
If it is used outside the summer, more than most owners expect. These buildings were put up to be cool, they have little insulation, and the shoulder months are chilly indoors even when the day outside is pleasant. A reversible system covers most of that without a separate heating installation.
What is different about the old town?
Narrow lots, shared walls and an elevation that nobody may add equipment to. The cooling load is lower because the stone is thick and the openings are small, and the difficulty moves to where the outdoor unit can stand, which is usually a patio or a roof set back from the street.
The property is empty all winter. Does that matter?
It does, and mostly because of damp rather than temperature. A closed building with no air movement collects moisture, and the damage that follows is slow, invisible from another country and expensive to put right. A low background setting and something that reports what the property is doing solves most of it.
