In a stepped house, heat rises through the open stair and collects at the highest occupied level, which is very often where the bedrooms are. The lowest level, part buried into the slope, stays cool without help and sometimes stays cool when nobody wants it to. Those are two different requirements in one building.

The commonest arrangement is one thermostat somewhere in the middle. It satisfies itself in a space that is neither the warmest nor the coolest part of the house, switches the system off, and leaves the top level warm and the bottom one cold. Nothing about that is a fault in the equipment.

The fix is control rather than capacity. Separate zones per level, each with its own sensor in a representative place, and the recognition that the lowest level may need heating in winter while the top one needs cooling in summer.

Because warm air rises and an open stair is an excellent route for it. In a stepped house that effect is stronger than in a house on one level, and it means the upper rooms carry a load that has arrived from the rest of the building as well as through their own walls and glass.
