Can I condition only part of the house?
Yes, and it is usually the right answer here. What decides whether it works is the boundary: if the occupied rooms can be closed off from the rest, a small system is comfortable and cheap to run. If they open straight onto a large unheated space, the same system will run constantly and disappoint.
Should the pipework be sized for rooms we might use later?
